Spill Prevention, Control, and Countermeasure (SPCC) Plans
If you store more than 1,320 gallons of any oil product, including anything from fuel to peanut oil, you may be required to develop a SPCC (Spill Prevention, Control, and Countermeasure) Plan. Antea Group assists the chemical, oil and gas, technology, manufacturing, railroad, and food and beverage industries with the development of comprehensive SPCC plans, training, documentation and record-keeping to meet the latest standards.
Preventing Accidental Release
To prevent oil spilling into the environment, 40 CFR 112 rule requires the development of a certified SPCC plan if you have greater than 1,320 gallons total of oil storage (ASTs), or 42,000 gallons underground storage (USTs). Storage containers may include tanks, containers, and oil-filled equipment (hydraulic jacks, transformers), if they have the capacity to hold 55 gallons or more.
Containers includes all tanks on site even if they are empty. Because “oil” can mean petroleum, animal fats, vegetable oils, used oil, and oil mixtures (like oily water), even agricultural institutions can be required to develop an SPCC for the storage and discharge of oil, both animal and vegetable.
While failure to develop and maintain your SPCC plan can result in expensive fines and penalties, you are not on your own when it comes to SPCC plan compliance. Antea Group’s national team of experts can help you find the most cost-effective approach to meet your needs, supported by best-in-class EHS management tools and technologies.
Your Partner for SPCC Compliance
With local staff familiar with all relevant federal and state requirements, spill planning, and fire codes, Antea Group is proud to be your planning partner for SPCCs. Not only can we ensure your facility is compliant with the federal regulations found at 40 CFR 112, we can also help you develop plans to meet state and local environmental health and emergency planning requirements. For those facilities that store 1 million gallons or more of oil, Antea Group can help you determine whether you also need a Facility Response Plan (FRP).
Working with your staff, we can strategize on how best to manage your facility. If you lack secondary containment, we can help you design it. If you have old tanks, we can help you remove them in an environmentally friendly manner.
Are you just trying to determine if you need an SPCC or FRP? Call us and we will help you figure it out. We partner with you to find the most efficient, accurate, and cost-effective approach to meet your needs.
Tank Integrity Inspections
Aboveground Storage Tank (AST) owners/operators have two industry standards to assist in compliance with AST integrity inspection and management as required by SPCC regulation. These standards are STI SP001 (Standard for The Inspection of Aboveground Storage Tanks) and API 653 (Tank Inspection, Repair, Alteration, and Reconstruction). It is important for owners/operators to understand the applicability of these standards in order to efficiently and economically manage their ASTs.
Antea Group can assist you in determining the best inspection standard to apply to your ASTs and has experienced inspectors who can perform your STI SP001 certified inspection needs. In addition, we can conduct authorized API 653 inspections through a contracted inspection firm.
