Spill Prevention, Control, and Countermeasure (SPCC) Plans

If you store more than 1,320 gallons of any oil product, including anything from fuel to peanut oil, you may be required to develop a SPCC (Spill Prevention, Control, and Countermeasure) Plan. Preventing Accidental Release

To prevent oil spilling into the environment, 40 CFR 112 rule requires the development of a certified SPCC plan if you have greater than 1,320 gallons total of oil storage (ASTs), or 42,000 gallons underground storage (USTs). Storage containers may include tanks, containers, and oil-filled equipment (hydraulic jacks, transformers), if they have the capacity to hold 55 gallons or more.

Containers includes all tanks on site even if they are empty. Because “oil” can mean petroleum, animal fats, vegetable oils, used oil, and oil mixtures (like oily water), even agricultural institutions can be required to develop an SPCC for the storage and discharge of oil, both animal and vegetable.

While failure to develop and maintain your SPCC plan can result in expensive fines and penalties, you are not on your own when it comes to SPCC plan compliance. Tank Integrity Inspections

Aboveground Storage Tank (AST) owners/operators have two industry standards to assist in compliance with AST integrity inspection and management as required by SPCC regulation. These standards are STI SP001 (Standard for The Inspection of Aboveground Storage Tanks) and API 653 (Tank Inspection, Repair, Alteration, and Reconstruction). It is important for owners/operators to understand the applicability of these standards in order to efficiently and economically manage their ASTs.
