SPCC Regulatory Compliance and Spill Preparedness for a Class I Railroad

Challenge

A national railroad client requested Antea Group services complete an SPCC program for 135 railroad sites encompassing a range of facility types in multiple states. To realize a maximum benefit for the client, the program required the development of a general format that could be tailored to the individual needs of each site. The format required conformance with all regulatory requirements while addressing different operating conditions existing across the entire client rail system. The facilities included intermodal yards, switch yards, locomotive repair yards, and contractor operator sites.

Solution

Antea Group addressed the applicability of all EPA SPCC plan rule amendments and then organized SPCC plan preparation teams for site visits nationwide. 

Each SPCC plan clearly addressed site-specific equipment and loading, unloading, dispensing, and other oil transfer location and procedural aspects of spill prevention, control measures, and countermeasures. Although site-specific, each plan utilized a common framework that allowed for direct facility comparison and benchmarking of site equipment and transfer type.

Result

Antea Group successfully completed the SPCC program and exceeded client management expectations by providing an accurate equipment inventory and associated regulatory classifications afforded to transportation versus non-transportation oil transfer locations.

The client benefited from properly developed, tailored yet flexible SPCC Plans ensuring compliant procedures for spill prevention and response, making it easy to manage updates as well as facility personnel changes. Due to the high level of quality delivered during the program, Antea Group was authorized to complete technical amendments and new facility SPCC plans on an ongoing basis.
