What is the difference between a GHG inventory and a decarbonization plan?

Do we need a GHG inventory before developing a decarbonization roadmap? 

Yes. A baseline GHG inventory is typically required to identify emissions hotspots and prioritize reduction opportunities. If you don’t have one, we can support inventory development as part of the process. 

Do we need to have emissions reduction targets already set?
