Food Corporation Reaches Out for PSM and Regulatory Compliance Support

Challenge

A prepared foods corporation reached out to Antea Group to support its Process Safety Management (PSM) and Risk Management Programs (RMP) compliance efforts related to usage of anhydrous ammonia in refrigeration systems. Recent organizational changes had reduced  internal resources to support regulatory requirements related to a group of sites that used anhydrous ammonia above the 10,000 lbs. threshold quantity for both OSHA’s PSM standard and EPA’s RMP rule.

Solution

Antea Group developed an organized and thorough approach to tackle the project. The following steps were involved:

  • Providing strategic input on process safety program development and management
  • Combining PSM / RMP audits, special emphasis mechanical integrity (MI) assessments and Process Hazards Analysis (PHA) revalidations in order to assure compliance with all OSHA and EPA process safety related requirements
  • In addition to OSHA and EPA regulations, applying to all audits and assessments, consensus standards from groups such as the International Institute of Ammonia Refrigeration (IIAR), the Compressed Gas Association (CGA) and the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE)
  • Evaluating and streamlining enterprise-wide organizational processes for Management of Change (MOC) and records management as part of the program management task

Result

A benefit bundle to the client that comprised the following achievements:

  • A detailed process safety program compliant with all of the OSHA and EPA regulatory requirements
  • Program management support at all levels of the organization
  • On-site audits that identified and documented actual non-compliance issues as well as action plans for the correction of potential issues
  • The evaluation and management of identified process risks based upon their impact on people, the environment and business continuity
