Antea Group was contracted by a midstream oil and gas client to assist in responding to requests from the EPA and Oregon DEQ regarding facilities located within the Portland Harbor Superfund Site, and to subsequently support activities related to the associated allocation of Superfund liability. Client assets within the Superfund area included two liquid terminal properties, two current (or former) dry bulk terminals and one pipeline pumping station.
Antea Group serves as the point of contact for the outside litigation firm handling the cost allocation and in-water liabilities. Services include historical data review and interpretation, document preparation and technical review of adjacent responsible parties’ document submittals, and strategic planning. The client relies on Antea Group to not only understand their current and historical operations, but also those of other relevant Responsible Parties (RPs) within the Superfund area. Antea Group prepares and presents summaries of Portland Harbor RP status and allocation goals for a wide variety of internal and external stakeholders. Antea Group works closely with outside and internal counsel and partner firms to guide allocation strategy and implementation.
The benefits to the client include the ability to better understand potential liabilities for historical operations at facilities they operate, as well as to identify RPs whose current or historical operations may have impacted the client’s facilities and potentially reduce their overall allocation costs.
